AD2IoT unresponsive after PoE cycles

I have an AD2IoT board connected to a Vista21IP. The board is supplied 12V from the alarm panel and via the PoE jack. Everything was working fine until we had a power outage and the PoE switch lost power. The alarm panel is on a battery and kept supplying 12V to the AD2IoT board.

The controller on the AD2IoT does not boot and will not communicate via IP. I tried cycling the PoE port but it doesn't resolve the situation. It's using 1.54W.

I can fix it by disconnecting the alarm, powering the board via PoE first, then connecting the alarm. I'm wondering if there's a better way to ensure the board can recover from power outages? The PoE switch isn't in a location where it's very practical to put a UPS.
