So as stated in the title the webapp and smartthings stopped communicating. It's weird because automations and some contact alerts still worked but could not control arm/disarm or even see events in either Webapp or SmartThings.

Normally when this happens I ssh and run sudo service gunicorn restart. This corrected the WebApp but it hasn't reconnected the Network Appliance to SmartThings.
Is there a new service with the latest version of the WebApp?

Ok so I played with the smartapp and armed and disarmed and now everything is synced up.
